15th Bharatiya Chhatra Sansad – Methodology
The BCS follows a well-designed and participatory methodology that encourages meaningfuldialogue, leadership development, and democratic engagement among student leaders.Each session is structured to ensure active participation, multi-perspective learning, andconstructive interaction with policymakers, typically delivered in a dynamic, panel-discussion–style format to maximise engagement.
Session Flow
1. Students’ Speakers
Each session begins with six student speakers selected from institutions across the country.
They present their perspectives on the theme, bringing fresh ideas, ground-level insights,
and diverse viewpoints to the forum. This segment ensures that young voices remain at the
centre of the discourse.
2. Panel Discussion
A panel of four distinguished leaders, experts, and practitioners discuss the session theme
from strategic, social, and policy perspectives. The moderator facilitates a balanced,
insightful, and thought-provoking dialogue that complements the viewpoints shared by
student speakers.
3. Question & Answer Session (Jointly by Dignitaries on the Dais)
During this interactive segment, participants ask questions to the dignitaries and panel
members. The collaborative responses provide deeper clarity, enrich understanding, and
open avenues for solution-oriented thinking.
4. Pulse of Youth / Voice of Youth
A dedicated 15-minute segment is reserved for direct audience engagement, during which a
trained team approaches participants to capture spontaneous reflections, opinions, and
feedback. This interactive component embodies the true spirit of BCS, amplifying the
collective voice of young participants and allowing their aspirations to be heard directly.
5. Concluding Address
Each session concludes with a special address delivered by a Speaker of a State Legislative
Assembly. Their guidance, experiences, and vision offer valuable direction and inspire
student leaders to make meaningful contributions to public life and nation-building.
6. Resolution
After each session, all students actively participate by casting their vote on the resolution.
This collective process captures diverse viewpoints and encourages shared decision-
making.
It reinforces democratic participation and empowers every student’s voice.
Day 1: Yuva-2-Yuva Samvad
The first day enables open interaction among student leaders, encouraging peer-learning
and collaborative discussions on social, political, and developmental issues. It builds a
strong foundation for mutual understanding and collective leadership.
Day 2: Yuva-2-Vidhayak Samvad
Building on the open interactions and peer-learning of Day 1, the second day deepens the
engagement through a special interface between MLAs/MLCs and student leaders. This
direct interaction helps participants understand legislative processes, leadership challenges,
and governance mechanisms from those actively serving in public office. The exchange
reinforces the foundation laid on Day 1 and strengthens students’ practical understanding of
public leadership.
Aadarsh Mukhyamantri Puraskar (Ideal Chief Minister Award):
This award is conferred upon a Chief Minister for his or her outstanding contribution to the
pathbreaking development of the state and for advancing the greater good of society at
large. It celebrates visionary leadership that brings transformative change and sets new
benchmarks in public governance.
Ideal Legislative Assembly Speaker/ Ideal Legislative Council Chairman Award:
This award is presented to a Speaker of a Legislative Assembly or a Chairman of a
Legislative Council for promoting commendable legislative practices and upholding the spirit
of parliamentary democracy. It acknowledges their pivotal role in ensuring orderly, fair, and
informed deliberations within the House.
Cultural Program
The Cultural Program presents performances by students that highlight the vibrant and
diverse cultural heritage of Bharat. Through music, dance, and artistic expressions from
different regions, the program creates a shared cultural experience that adds energy to the
Sansad and brings participants together in celebration of unity and tradition.
